- Prominent Pasadena attorney John Burton has successfully brought several cases against law enforcement agencies and Taser for serious injuries and deaths caused by Tasers. His 2007 presentation to NPAP received wide praise. Mr. Burton returns to NPAP with an update on the science, medicine, training, and law enforcement standards you will need to litigate your Taser cases successfully.
- Longtime Police Practices expert Roger Clark shares strategies for establishing the police officer standards of care in your cases, using the generally accepted police practices set forth in California's statewide Peace Officer Standards and Training (P.O.S.T.) modules.
- John Burris, Michael Haddad and Jim Harrington, three civil rights lawyers who have had great success with equitable relief actions discuss the use of declaratory and injunctive relief, including DOJ consent decrees, to end longstanding, entrenched police misconduct and prevent further violations of our clients' rights. Christy Lopez, currently attorney with the Department of Justice’s Civil Rights Division, talks about her previous work monitoring the Oakland Rider consent decree and the work the DOJ Special Litigation Section is doing. Mary Howell, this year’s recipient of the NLG’s Ernie Goodman Award, and longtime civil rights attorney in New Orleans, talks about the current situation and involvement of the federal government in the city.
- Our prison litigation panelists have dedicated themselves to fighting for justice for prisoners: Andrea Armstrong, professor at Loyola College of Law, presents her research on the farm labor program at Angola and the program’s legal implications; criminal justice reform advocate Norris Henderson, wrongfully incarcerated for 27 years in the Louisiana prison system, talks about his experience as a jailhouse lawyer. Margaret Winter and Paul Wright, associate director of the ACLU National Prison Project and editor of Prison Legal News respectively, present on litigation regarding over-detention and medical care cases.
- As video and audio documentation of police misconduct becomes more common, civil rights attorneys David Milton (Boston) and Glen Downey (Pittsburgh) discuss the right to record police conduct. Attorney Milton, who is handling a qualified immunity appeal in the First Circuit for a lawyer who was arrested for using his cell phone to record Boston police officers making an arrest, will also discuss bringing a Monell claim when the individual officers are given qualified immunity, an issue raised in this appeal.

Attorneys with an annual income of less than $30,000 are eligible for a tuition reduction:

Non NPAP/NLG member attorneys: Reduced fee $145 To be considered for a financial hardship tuition reduction, please send a letter/email requesting a reduction of the fee and stating that your annual income is less than $30,000. The letter/email request has to be submitted together with your registration form to the NPAP office no later than September 15, 2010.
Written cancellation requests via fax or email received five business days in advance of the CLE will be granted a refund, minus a $15 charge. If you cannot attend, you can send a substitute, otherwise you will receive the materials.
